Sailor fuku (セーラー服 sērā fuku, Sailor outfits) or seifuku is a common style of school uniform worn by Japanese female middle school students, traditionally by high school students, and occasionally, elementary school students. It was introduced as a school uniform in 1920 in Heian Jogakuin (平安女学院) and 1921 by the principal of Fukuoka Jo Gakuin University (福岡女学院), Elizabeth Lee. It is a two-piece version of the sailor dresses that were popular at the time. These were the female version of the sailor suit popular for boys, which in turn was based on the uniform used by the British Royal Navy at the time, which Lee had experienced as an exchange student in the United Kingdom.

Much like the male uniform, the gakuran, the sailor outfits bears a similarity to various military styled naval uniforms. The uniform generally consists of a middy blouse attached with a sailor-style collar and a pleated skirt. There are seasonal variations for summer and winter: sleeve length and fabric are adjusted accordingly. A ribbon is tied in the front and laced through a loop attached to the blouse. Several variations on the ribbon include neckties, bolo ties, neckerchiefs, and bows. Common colors are navy blue, white, grey, light green and black.

Shoes, socks, and other accessories are sometimes included as part of the uniform. These socks are typically navy or white. The shoes are typically brown or black penny loafers. Although not part of the prescribed uniform, alternate forms of legwear (such as loose socks, knee-length stockings, or similar) are also commonly matched by more fashionable girls with their sailor outfits.

The sailor uniform today is generally associated with junior high schools. However, most (though by no means all) high schools have changed to more Western-style plaid skirts or blazers. This change was largely motivated by the fetish isation of sailor outfits and the desire of modern high school students to differentiate themselves in a more grown-up way from junior high students.

In manga and anime

Sailor fuku is often found in manga and anime, such as in Sailor Moon.

In adult media and spanking art

The Sailor-fuku uniform is often seen as erotic for its fetish value, and is therefore popular in adult media as a costume worn by Japanese schoolgirl characters. Sailor-fuku is also found often in spanking art, spanking videos, and is used in adult roleplay.

Boku Sera

Boku Sera (Japanese for "I'm a sailor" using the masculine word for "I") was a line of casual indoor garments made of fleece based on the sailor fuku. Boku Sera was marketed for men, but had a skirt like the female sailor fuku, and not shorts. The skirt was decorated at the hem with lace. The garment came with a pair of matching overknee socks. Boku Sera came in different colors and styles, also including a version for females.
