A skating skirt is a very full miniskirt worn by female ice skaters. When a skater spins around rapidly, the skirt flies out due to centrifugal force, exposing her panties. Similarly, they are revealed by various other manoeuvres.
The skirt may be the bottom part of a dress or attached to a leotard.
